2.訂定領袖的才幹、恩賜及傳承模型(Competence Framework and Succession Model)
3.建立領袖資料庫,實踐領袖評估、甄選、培育及發展
4.推動領袖發展計劃的具體行動方案,延續屬靈領袖的天國使命
